Innovation in labour market inclusion for the most vulnerable

The Spanish Red Cross and Fundación Secretariado Gitano present the results of their innovative employment project #EmpleandoDigitalMadrid, 17 September 2019. Held today in Madrid was the national closing and handover event for the project #EmpleandoDigital, which has been running for two years across 12 autonomous regions, in a joint effort between the Spanish Red Cross and Fundación Secretariado Gitano, with support from Fundación Accenture and the European Social Fund

The aim of the event was to weigh up the results of the #EmpleandoDigital project, which has contributed to improved social and labour market inclusion of vulnerable groups who are cast out of the labour market, by trialling and perfecting actions and new methodologies for the labour market in the digital era. Training employment staff was hugely important for the project, as was updating the methodologies of the Red Cross and Fundación Secretariado Gitano, with help from two new innovative tools provided by Fundación Accenture: Employment intelligence, a tool to optimise labour inclusion itineraries and analyse the variables that can condition success, and Social Value, which measures the impact of actions carried out.

The event, held at the Madrid Architects Association, featured contributions from the heads of the participating organisations: Maika Sánchez, Deputy Director of the Employment Programme at the Red Cross; Isidro Rodríguez, director general of Fundación Secretariado Gitano; Ana Millán, director of Fundación Accenture; Alina María Seciu, from the European Commission Directorate General for Employment, Social Affairs & Inclusion; and Ángel María García Frontelo, deputy director general of the Administration Unit of the European Social Fund (Ministry for Labour, Migration and Social Security).

Maika Sánchez, from the Red Cross, highlighted, “At the Red Cross we have pursued innovative actions to enable participants to improve their employability and opportunities. That has meant a real, significant change in their training and their lives.  The project has shown us that if we adapt, and are able to work in wholehearted engagement with digital resources, incorporating them into our itineraries and the options we offer our participants, we will be able to offer much swifter, more comprehensive, ambitious and realistic responses. This project has been a watershed moment for the teams that work on the labour inclusion of those who are in the worst of circumstances.”

Isidro Rodríguez, from Fundación Secretariado Gitano, stressed the importance of including people from vulnerable social groups—such as Roma— into the digital labour market, using innovative training in predominantly technological occupations, such as Java and Javascript software programming, with training in retail and hospitality for moderate and lower qualification positions, where technology has a real impact. He spoke of the inclusion of training in digital skills for the performance of any role as a basic, essential part of developing tailored inclusion itineraries. He remarked, “We believe that digital progress must not leave anybody behind, which is why programmes such as these are so necessary—to ensure the digital inclusion of the most disadvantaged in our society.”

Following the institutional welcome, the results and impact were presented by the technical teams that developed the project, and the projects were presented across various stands, using an open space that accommodated programming, virtual reality and new work methodologies.

The event brought thought-provoking speeches from three speakers. The first, Clara Centeno from the European Commission’s Joint Research Centre, spoke about “digital skills for employment”; the second, Isabel Gracia, Project Manager at Google, on “the digital gender gap”, with analysis on the situation and proposals for a more equal playing field; and the third, on “digital transformation and the impact on employment”, from María Luz Rodríguez, head of the project for Digitalisation and Work from the Department for Employment.

In addition to the speakers’ contributions, a roundtable was held for representatives from large companies such as El Corte Inglés, Carrefour and Fundación Laboral de la Construcción, to discuss how the digital transformation changes jobs in companies: new skills, new talent management approaches, etc.
